I assume that the barrells are supposed to be green, as in hindering terrain; and not yellow, as in indoor blocking terrain (to differentiate from indoor/ outdoor). If I'm right, then the move as posted originally in white is perfectly legal for both victims, minions & monsters.

Not entirely understanding the specifics of the question myself, but assuming that all squares are clear of monsters, victims and minions then yes that move is perfectly legal. Now if there is an opposing monster in 3, then Mr. Speed 4 Monster moving that way would have to stop where indicated because there's no other path to reach square 4, unless said monster had Leap/Climb or Ghost. Failing that, I can't see any scenario or rule that would require a monster or token to stop *next to* hindering terrain...
Not to be an ass, but I don't understand how you'd come to the conclusion that that's NOT how it works...
I was playing with a friend and I made that move to frenzy one of his monsters and he sai: "hey you can't join in the hindering terrain diagonally". And we started to discuss, why he ussually forgot rules to his favor during gameplay. So I post this things only to show him how wrong he is.
